The activation lock can be removed on older devices (iphone x and older) thru jailbreaks but on newer devices it cant be removed because the chips have more security features and i believe the activation lock is stored in the motherboard itself so even if you reinstall ios or an older version of ios it will still be there so if you want to remove it the only way to go to apple but for that you need evidence and proof of ownership and alot of people buy these phones off ebay so its gonna be tricky.
